KB5060826: Windows 11 Preview Update for Versions 22H2 and 23H2 (June 26, 2025)

Summary

This is an optional, non-security preview update for Windows 11 versions 22H2 (Enterprise and Education) and 23H2. It releases OS builds 22621.5549 and 22631.5549 on June 26, 2025. End-of-servicing notice: After June 26, 2025, Windows 11 version 22H2 (Enterprise and Education) will no longer receive non-security preview updates. Monthly security updates continue until October 14, 2025, after which the version reaches full end of servicing. Microsoft recommends upgrading to the latest version of Windows 11.

Highlights

The following changes are rolling out gradually in the European Economic Area (EEA) or more broadly, as noted:

• [App defaults - EEA, gradual rollout] When setting a new default browser in Settings > Apps > Default apps, additional file and link types registered by that browser will also be set. The new default browser will be pinned to the Taskbar and Start menu unless the user clears the relevant checkboxes. A separate one-click button now lets users change their .pdf default if the browser registers for that file type.
• [PC Migration - gradual rollout] The PC-to-PC migration experience in Windows is beginning to roll out. Users will start to see the landing and pairing pages inside the Windows Backup app as a preview of the full feature. Full support for transferring files and settings during PC setup will arrive in a future update.
• [Windows Share - gradual rollout] When sharing links or web content through the Windows share window, a visual preview of that content is now displayed.
• [Windows Setup - normal rollout] Admins can now configure whether a new device receives critical updates during the out-of-box experience (OOBE).

Improvements and fixes

The following fixes apply to Windows 11 version 22H2 (Enterprise and Education). Version 23H2 includes all of the same improvements.

• [Audit] Resolved an issue where privilege-use auditing generated an excessive number of security event logs, filling the system drive and blocking users from signing in.
• [Authentication] Fixed a problem where domain-joined machines running Windows 11 22H2 or 23H2 could not update account passwords against Windows Server 2025 domain controllers, which caused trust relationship failures.
• [Country and Operator Settings Asset (COSA)] Updated mobile operator profiles to bring them current for certain carriers.
• [Display Kernel] Corrected an issue that blocked Remote Desktop Protocol (RDP) connections until the device was restarted.
• [Network file sharing] Fixed a bug where workstations and servers could stop responding when connecting to resources on Server Message Block (SMB) shares.
• [Performance] Addressed a problem that prevented the complete removal of unused language packs and Features on Demand packages, which caused unnecessary storage consumption and longer Windows Update installation times.
• [Shell] Resolved an issue where kiosk devices could stop responding after an administrator locked and then unlocked them.
• [Windows Hello] Fixed a failure that blocked the automatic renewal of expiring certificates in Windows Hello for Business.
• [Windows Search] Fixed a slow-response problem where the Search Box could take more than 10 seconds to load before becoming usable.

A companion servicing stack update, KB5061903 (versions 22621.5550 and 22631.5550), is bundled with this release. It delivers quality improvements to the servicing stack component that handles Windows update installation.

Known issues

Blurry CJK text in Chromium-based browsers at 96 DPI

Symptom: Users may see blurry or unclear Chinese, Japanese, or Korean (CJK) text when it is displayed at 96 DPI (100% display scaling) in Chromium-based browsers such as Microsoft Edge and Google Chrome. The March 2025 Preview Update introduced Noto fonts for CJK languages as fallback fonts. The reduced clarity is caused by limited pixel density at 96 DPI, which affects the rendering and alignment of CJK characters. Increasing display scaling improves text clarity.

Workaround: Microsoft has shared its findings and potential solutions with Google for further discussion. Users can report issues with Noto CJK fonts through the official Google Noto Fonts GitHub repository.

How to get this update

Microsoft combines the latest servicing stack update (SSU) with the latest cumulative update (LCU) in a single package. The following channels are available:

• Windows Update: Go to Settings > Update & Security > Windows Update. The update appears under the "Optional updates available" section. Select it and install manually, as it will not install automatically.
• Windows Update for Business: The changes in this preview will be included in the next scheduled security update pushed through Windows Update for Business.
• Microsoft Update Catalog: The standalone package for KB5060826 can be downloaded directly from the Microsoft Update Catalog.
• Windows Server Update Services (WSUS): The update can be imported into WSUS manually via the Microsoft Update Catalog.

Removing the update: To remove only the LCU after installing the combined SSU+LCU package, use the DISM /online /Remove-Package command with the LCU package name as the argument. Running wusa.exe /uninstall against the combined package will not work because it also contains the SSU, which cannot be removed after installation.
